State actors encompass recognized nations and governments, with analysis focused on their composition, capabilities, and instruments of national power. Non‑state actors, by contrast, are organizations that wield significant military, economic, political, or social influence at regional or global levels, yet do not control territory, lack international recognition as states, or possess no ambition to become state entities.
