Sentinel Project: National People's Congress of the People's Republic of China

On paper, the National People’s Congress (NPC) is the highest independent organ of state power in the People’s Republic of China. In reality, the Chinese Communist Party (CCP) dictates the agenda of the congress through delegate selection, indirect introduction of legislation, and control of the constitutional amendment process. In fact, the majority of legislation that will be introduced has been decided prior to the congress meeting.
